Düzyol was born on September 19, 1964, in Izmir. He graduated from the Department of Civil Engineering at Middle East Technical University (METU) in 1988. After working as a design engineer in the private sector briefly, he commenced his career at the State Planning Organization (SPO) in the same year. He earned the title of Assistant Specialist through a competitive exam in 1989.

In 1992, he completed his diploma studies in "Development Economics" at the University of East Anglia in the United Kingdom, and with his expertise thesis titled "Building Construction Sector and Demand Forecast for the Period 1990-2010," he was appointed as a Planning Specialist in 1993. He furthered his education by obtaining a master's degree in "Economic Policy" from the University of Illinois in the United States during 1995-1996.

Beginning in early 1996, Düzyol continued his career at the General Directorate of Economic Sectors and Coordination (DGES) of the SPO, specializing in the Department of Project, Investment Evaluation, and Analysis. His dedication led to his appointment as the department head in 1999. He served as the Director General of the DGES from 2003 to 2009, and in September 2009, he was appointed as the Undersecretary Deputy of the SPO.

Following the restructuring of the SPO into the Ministry of Development in 2011, he continued his role as the Undersecretary Deputy of the Ministry. On December 2, 2014, Düzyol was appointed as the Undersecretary of the Ministry of Development. He also served as the Minister of Development in the 63rd Government from September 22, 2015, to November 24, 2015. After his term as a minister, he returned to the position of Undersecretary of the Ministry of Development, which he held until the transition to the Presidential Government System. Currently, he holds the same title as a member of the Ministry of Interior.

Between 2011 and 2018, he assumed various high-level positions, including Vice Chairman and Member of the Board of Directors of the Development Bank of Turkey, Member of the Board of Directors of Ziraat Portfolio Inc., and Member of the Board of Directors of Boğaziçi Electricity Distribution Inc. Due to his extensive experience and high-level positions, he also chaired and served as a member of various committees and commissions in the public sector.

Düzyol possesses a wealth of experience in designing and developing development plans, sectoral programs, regional development plans, medium-term economic programs, annual programs, and public investment programs. His expertise extends to planning and analyzing public investment projects in various fields, including Public-Private Partnership (PPP) projects. He has provided training to public institutions on Project Cycle Management, international finance, development organization relations and negotiations, target-oriented project planning, and participatory moderation techniques, among other topics.

Düzyol is also a co-author of the book "Planning and Analysis of Public Investments," and he has authored numerous articles on project cycle management. Beyond his professional accomplishments, Düzyol is married and has two daughters.

Nurgül Uraloğlu was born in 1965 in Istanbul. She graduated from Istanbul University Faculty of Law in 1987. In 1989. She began her professional career at the General Directorate of Turkish Electricity Authority (TEK) at the Electricity Generation and Transmission Establishment. Following the restructuring of TEK, she held the positions of Lawyer at the General Directorate of Turkish Electricity Generation and Transmission Corporation (TEAŞ) and Deputy Chief Legal Counsel at the General Directorate of Electricity Generation Company (EÜAŞ). She had been serving as Chief Legal Counsel at the General Directorate of Highways since 2007.

In 2018, she was appointed Chief Legal Counsel at the Ministry of Transport and Infrastructure. Following the restructuring of the Legal Consultancy, she continued her role as Acting Director General of Legal Services at the Directorate General of Legal Services. Between 2021 and 2022, she served as Deputy Chairman at the Information and Communication Technologies Authority (BTK). She has been contuining her career as Acting Director General of Legal Services at the Ministry of Transport and Infrastructure since 2022.

Yalçın Yüksel was born on 15 October 1974 in Ankara. He completed his undergraduate studies in Economics at Ankara University, Faculty of Political Sciences, in 2000. He received his master’s degree in Economic Policy from the Graduate School of Social Sciences at the University of Illinois in the United States, graduating in 2012. He is currently pursuing his PhD studies in Banking at the Graduate School of Social Sciences at Hacı Bayram Veli University.

He began his professional career in 2000 as a Treasury Controller at the Undersecretariat of Treasury of the Republic of Türkiye. Between 2006 and 2014, he served as an Independent External Expert at the Turkish National Agency, during which time he also undertook consultancy assignments and served on various boards within public institutions.

From 2007 to 2009, Mr. Yüksel worked as an Advisor to the Minister of State at the Prime Ministry of the Republic of Türkiye During the same period, he served as a Member of the Board of Directors of the General Directorate of Agricultural Enterprises. He subsequently held the position of Advisor to the Undersecretary at the Undersecretariat of Treasury between 2009 and 2010.

Between 2013 and 2014, Mr. Yüksel served as Acting Head of Department at the General Directorate of State-Owned Enterprises of the Undersecretariat of Treasury. During the same period, he represented Türkiye as the Treasury Undersecretariat Representative in the G-20 Energy Sustainability Working Group and also served as a member of the Energy Efficiency Coordination Board.

Mr. Yüksel served as a Member of the Board of Directors of Vakıf Real Estate Investment Trust Inc. between 2013 and 2015, and as a Member of the Board of Directors of Turkish Petroleum Corporation (TPAO) between 2015 and 2018.

Yüksel served as Head of the Personnel Department at the Undersecretariat of the Treasury from November 2014 to May 2018. He then worked as Acting Director General of Public Finance at the Ministry of Treasury and Finance from May 2018 to November 2019. During this period, he also served as a member of the Board of Directors of Türkiye Kalkınma Bankası A.Ş.

Between November 2019 and November 2023, Mr. Yüksel served as President of the ECO Trade and Development Bank (ECOBANK). As of November 2023, he continues his duties as Chief Treasury Controller at the Ministry of Treasury and Finance of the Republic of Türkiye.

Yalçın Yüksel is fluent in English.

Mehmet Aktaş graduated from Ankara University, Faculty of Political Sciences, Department of Labour Economics and Industrial Relations in 1996, and began his professional career in 1997 as an Assistant Inspector.

Throughout his career, Mr. Aktaş has held the position of Deputy Group Head within the Social Security Institution. He has also served as a Member of the Insurance Premium Reconciliation Commission and held various commission memberships and Deputy Head roles within the Inspection Board.

His areas of professional expertise include work carried out under the Social Security Institution Capacity Building Project (European Union Project – Capacity Building of the Social Security Institution), actuarial-type calculations, technical calculations arising from labour legislation, and expert witness services.

Mr. Aktaş currently serves as a Chief Inspector at the Social Security Institution.

Özgür Bülent Koç, was born in 1975 in Ankara, completed his secondary and high school education at Bursa Erkek High School. He graduated from the Middle East Technical University, Department of Industrial Engineering in 1996 and completed his military service in 1999. Koç is married with four children and is fluent in English.

Koç started his career in July 1996 at Işık (Bereket) Insurance as a Risk Engineer and Reinsurance Specialist. While serving as the Technical and Reinsurance Manager at the same company, he transferd to Willis Re Turkey as a Director in September 2007. After working in its London and Turkey offices for nearly 1,5 years, he transferred to Neova Insurance in January 2009 as the Founder General Manager.

During his 13,5 years tenure as the General Manager at Neova Insurance, Koç also held several notable positions:

He was born in Balıkesir in 1943. After completing his primary education, he completed his memorization of the Qur’an (hifz). He graduated from Balıkesir Imam-Hatip High School and Muharrem Hasbi High School. He received his degrees from the Istanbul Higher Institute of Islamic Studies and the Faculty of Law at Istanbul University. He worked as a self-employed lawyer for a period as a member of the Balıkesir Bar Association. He subsequently served as a preacher in the Central District of Balıkesir and as the Mufti of Bozcaada, Çanakkale.

In 1975, he was appointed as a faculty member at the Konya Higher Institute of Islamic Studies, where he taught Islamic Law, Principles of Islamic Jurisprudence (Usul al-Fiqh), and Turkish Civil Law. From 1978 onward, he continued his academic career at theUniversity of Bursa Uludag Higher Institute of Islamic Studies.

In 1983, he earned his PhD from the Faculty of Theology at Ankara University with his dissertation entitled “Profit Margins in Buying and Selling According to Islamic Law.” That same year, he joined the Department of Islamic Law at the Faculty of Theology of Bursa Uludağ University as an Assistant Professor. In 1986, he spent a period conducting research at Imam Muhammad ibn Saud Islamic University in Riyadh. Afterwards, he became an Associate Professor in 1988 and a Professor in 1995.

He retired from the Department of Islamic Law at the Faculty of Theology of Uludağ University. He later served as a faculty member and Head of the Department of Islamic Economics and Finance at the Faculty of Economics and Administrative Sciences of Konya Karatay University. He has authored and contributed to various books, conference papers, academic articles, and publications in the fields of Islamic law and Islamic economics.

He is proficient in Arabic and French and is the father of four children. He currently serves as a member of the Advisory (Shariah) Committees of Albaraka Participation Bank, Emlak Participation Bank, Katılım Emeklilik ve Life Insurance A.Ş., and Katılım Reasürans A.Ş.

Assoc. Prof. Dr. Yusuf Erdem Gezgin completed his undergraduate studies in 2014 at the Faculty of Theology, Dokuz Eylül University. That same year, he began his master's degree in the Department of Islamic Law at the Institute of Social Sciences, Necmettin Erbakan University, which he completed in 2016 with a thesis titled "An Analysis of Qiyas (Analogical Reasoning) and Istihsan (Juristic Preference) in Terms of Priority in the Hanafi School" (Hanefilerde Öncelik Açısından Kıyas ve İstihsan Tahlili).

He completed his PhD in 2019 with a dissertation titled "Gold Exchange Transactions from a Fiqh Perspective" (Fıkhî Açıdan Altın Mübadele İşlemleri); this study was awarded second prize in the 2nd Muhammed İhsan Oğuz Theological Research Awards in 2021. He also graduated from the Vocational School of Justice at Anadolu University in 2017.

He began his academic career in 2015 as a research assistant in the Department of Islamic Law, Faculty of Theology, Karamanoğlu Mehmetbey University, and was awarded the title of Associate Professor (Doçent) in 2022. He remained at the same university until July 2024, and since August 2024 has continued his work in the Department of Islamic Economics and Finance, Institute of Islamic Economics and Finance, Marmara University. He has also taught as a visiting faculty member in the Department of Islamic Economics and Finance at KTO Karatay University.

Specializing in Islamic law and Islamic economics, Gezgin's research focuses primarily on the fiqh analysis of financial transactions, gold and monetary theory, interest-free finance systems, participation banking, savings finance systems, takaful (Islamic insurance), and financial technology (fintech). He has authored books, book chapters, and articles published in peer-reviewed journals at both national and international levels.

In addition to his academic work, he has served since 2024 as Head of the Academic Board of the Encyclopedia of Islamic Economics and Finance Project, a joint initiative of the Marmara University Institute of Islamic Economics and Finance, the Participation Banks Association of Turkey, and the Center for Islamic Studies of the Turkish Diyanet Foundation (İSAM). He also serves as Vice Chairman of the Advisory Committee at Türk Katılım Reasürans A.Ş. (Turkish Participation Reinsurance Co.), an affiliate of the Republic of Turkey's Ministry of Treasury and Finance, and at Adil Katılım Bankası A.Ş. (Adil Participation Bank), contributing his scholarly expertise to institutional regulations in the fields of participation finance and takaful.

He has an advanced command of Arabic and an intermediate command of English.

Born in 1981, Adem Yönden graduated from Imam Hatip High School in 1999 and earned his associate degree from Sivas Cumhuriyet University, Vocational School of Business Administration in 2003. He completed his bachelor’s degree in Business Administration at Anadolu University in 2006. In 2019, he received his master’s degree from Selçuk University, specializing in "International Finance and Participation Banking.

He began his professional career in 1999 as a marketing and sales representative in the private sector. In 2008, he transitioned into the banking sector, joining Albaraka Türk Participation Bank as a Retail and Corporate Marketing Specialist. Throughout his career, he worked in Tokat for 6 years (five years at Albaraka Türk Tokat Branch and one year at ING Bank Tokat Branch). He then served as a Commercial and SME Portfolio Executive Manager at the Çorum Branch for 5 years, followed by another 5 years as a Commercial and SME Portfolio Manager at the Konya Branch. Currently serving as the Branch Manager of Albaraka Türk Participation Bank's Konya-Ereğli Branch.
